Certificate Formats — SC/ST · OBC-NCL · EWS

ये सरकार के तय किए हुए format हैं — इन्हीं के मुताबिक़ certificate बनवाना होता है। नीचे का text MCC के bulletin से जस का तस है।

असली प्रति यही है — UG Information Bulletin 2026 (01.08.2026). नीचे हर format के साथ उसका पन्ना लिखा है। (Season 2026)

SC / ST Certificate

ANNEXURE-3 · Bulletin पन्ना 102 · 2026

PROFORMA FOR SCHEDULED CASTE AND SCHEDULED TRIBE CERTIFICATE

CASTE CERTIFICATE

Form of certificate as prescribed in M.H.A., O.M., No. 42/21/49-N.G.S. dated the 28.1.1952, as revised in Dept. of Per- & A.R. letter No. 36012/6/76-Est. (S.CT), dated the 29.10.1977, to be produced by candidate belonging to a Scheduled Caste or a Scheduled Tribe in support of his/her claim.
फ़ॉर्म में ये भरना होता है
  1. Shri / Smt. / Kum. — नाम
  2. son / daughter of — पिता या माता का नाम
  3. of village / town
  4. in district / Division
  5. of the State / Union Territory
  6. belongs to the ______ Caste / Tribe

फिर उस Constitution Order पर निशान लगाना होता है जिसके तहत वह caste/tribe मान्यता-प्राप्त है — form में 16 Orders गिनाए गए हैं (Scheduled Caste Order 1950 · Scheduled Tribe Order 1950 · Union Territories Orders 1951 · J&K 1956 · Andaman & Nicobar 1959 · Dadra & Nagar Haveli 1962 · Puducherry 1964 · Uttar Pradesh 1967 · Goa/Daman & Diu 1968 · Nagaland 1970 · Sikkim 1978)।

दूसरा हिस्सा उनके लिए है जो एक State/UT से दूसरे में migrate हुए हैं — "Applicable in the case of Scheduled Caste/Schedule Tribe persons who have migrated from one State/Union Territory Administration"। उसमें माता-पिता के certificate का ब्योरा भरना होता है: नाम, village/town, District/Division, State/UT, caste/tribe, जारी करने वाली authority का नाम, और उसका number व date।

कौन जारी करता है

Form पर सिर्फ़ Signature · Place · State/Union Territory · Designation लिखा है — designation का नाम form में दिया ही नहीं है।

OBC-NCL Certificate

PROFORMA FOR OTHER BACKWARD CLASS (OBC-NCL) CERTIFICATE

Certificate to be produced by Other Backward Class applying for admission to Central Educational Institute (CEIS) under the Government of India
फ़ॉर्म में ये भरना होता है
  1. Shri / Smt. / Kum. / Dr. — नाम
  2. Son / Daughter of Shri / Dr. — पिता का नाम
  3. of Village / Town
  4. District / Division in the State
  5. belongs to the ______ Community
  6. ordinarily resides in — District / Division, State
⚠️ हर साल बदलने वाली लाइन — इसी से certificate reject होता है

The annual income/status of the parents of the applicant should be based on financial year ending March 31, 2026.

2025 के bulletin में यही लाइन "March 31, 2025" थी। यानी पिछले financial year का certificate नहीं चलेगा।

यह Central का format है — form ख़ुद कहता है "for admission to Central Educational Institute (CEIs) under the Government of India", और 16 Central Resolutions गिनाता है (12011/68/93-BCC dated 10/09/93 से 20012/129/2009/-BC-II dated 04/03/2014 तक)। यानी caste का Central OBC list में होना ज़रूरी है।

Non-Creamy Layer वाला वाक्य (यही "NCL" है)

This is also to certify that he/she does not belong to the persons/section (creamy layer) mentioned in Column 3 of the Scheduled to the Government of India. Department of Personnel & Training O.M. No. 36012/22/93-Estt. (SCT) dated 08/09/93 which is modified vide OM No. 36033/3/2004 Estt. (Res.) dated 09.03.2004 or the latest notification of the Government of India.

कौन जारी कर सकता है
  • District Magistrate / Additional Magistrate / Ist Class Stipendiary Magistrate / Sub-Divisional Magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (1st Class Stipendiary Magistrate से नीचे नहीं)
  • Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate
  • Revenue Officer — Tehsildar से नीचे नहीं
  • Sub-Divisional Officer — उस इलाक़े का जहाँ candidate या उसका परिवार रहता है

Form के नीचे "District Magistrate / Competent Authority Seal" लिखा है।

EWS Certificate

ANNEXURE-5 · Bulletin पन्ना 104 · 2026

Bulletin में यह proforma text के रूप में है ही नहीं — वह एक तस्वीर है (पूरे पन्ने का 97%)। हम उसे यहाँ टाइप करके नहीं दिखाएँगे: यह certificate आप सरकारी अधिकारी के सामने ले जाते हैं, और एक शब्द भी इधर-उधर हो जाए तो वह पकड़ में नहीं आता और certificate लौट सकता है। असली पन्ना ही देखिए।

🏜️ Rajasthan के लिए

Rajasthan counselling के लिए हमारे पास इनका proforma नहीं है। Rajasthan की booklet में SC/ST, OBC या EWS का कोई format दिया ही नहीं है — वह सिर्फ़ "Valid EWS certificate, if applicable" कहती है। और ऊपर वाला MCC का OBC form Central list का है, जबकि Rajasthan की अपनी OBC/MBC list है — MBC तो Central list में है ही नहीं। इसलिए यह format Rajasthan में चलेगा या नहीं, यह हम नहीं कह सकते; अपने ज़िले के कार्यालय से पूछिए।
